Born in Montreal on 17 March 1947, Daniel Cogné studied history and French literature at the Université de Montréal and at the Université du Québec. He was a professor at the Collège de l'Outaouais from 1977 to 2007. In 1987, he participated as an expert in sigillography in the National Forum on Heraldry held in the Federal Parliament, and that year, was also named a Fellow of the Heraldry Society of Canada. He was Vice-President of that Society from 1988 to 1990 and Editor in Chief of Heraldry in Canada-L'Héradique au Canada from 1990 to 1995. In 1991, he was guest curator at the National Archives of Canada to prepare a display on historical Canadian seals, for which he authored the catalogue jointly with the archivist Patricia Kennedy. Since 1993, he has been an Associate Member of the Académie internationale d'héraldique. In 1996, he co-edited the publication of the Proceedings of the 22nd International Congress of Genealogical and Heraldic Sciences. He has published many articles on Canadian heraldry and sigillography. Jointly with John Kennedy, he has created the website Heraldicamerica devoted to North American heraldry. He is the author of several works on ceramics and has prepared several exhibitions on ceramic art in Quebec. He is now Editor in chief of the journal Céramag. As an artist, he was named Secretary of Out'Art in 2009, an association of painters of the Outaouais region.

Il enseigne au Collège de l'Outaouais de 1977 à 2007. En 1987, il participe, à titre d'expert en sigillographie, au Forum national sur les symboles canadiens tenu au Parlement fédéral et il est fait Fellow de la Société royale héraldique du Canada. Il est vice-président de cette société de 1988 à 1990, puis rédacteur en chef de Heraldry in Canada - L'Héraldique au Canada de 1990 à 1995. En 1991, il est invité par les Archives nationales du Canada à organiser une exposition sur les sceaux historiques canadiens dont il rédige le catalogue en collaboration avec l'archiviste Patricia Kennedy. Depuis 1993, il est membre associé de l'Académie internationale d'héraldique. En 1996, il co-dirige la publication des Actes du XXIIe congrès international des sciences généalogique et héraldique. Il est l'auteur de nombreux articles sur l'héraldique et la sigillographie du Canada. Il dirige maintenant en collaboration avec John Kennedy, FRHSC, le site web Heraldicamerica consacré à l'héraldique nord-américaine. Auteur d'ouvrages et responsable de plusieurs expositions sur la céramique d'art du Québec, il est présentement le rédacteur en chef de la revue Céramag. Artiste-peintre, il est depuis 2009 le secrétaire d'Out'Art, association des peintres de l'Outaouais.
